Each account is attributed to the first criterion it fails, so the counts below sum exactly to the excluded population.
Eligibility is deliberately separated from policy logic. Policy rules describe how to treat an account that may be repriced; eligibility describes whether the account may be considered at all. Keeping the two apart means an authoring change can never quietly extend the population.
